The goal of the Migrant Education Program is to ensure that all migrant students reach challenging academic standards and graduate with a high school diploma (or complete a GED) that prepares them for responsible citizenship, further learning, and productive employment.
The Migrant Education Program advocates for and provides quality support services to meet the needs of migrant families. This support is funded through a Migrant Education state grant. This grant is a working agreement between the administrator of the grant – Sunnyside School District – and the grantor and program director – Office of Superintendent of Public Instruction in Olympia. This is to ensure that all program activities are carried out, for example, identification and recruitment of migrant families. Currently, Mount Vernon School District has identified approximately 1036 students, grades K through 12, who qualify for this program.
One of the ways migrant families can be reached is through a bilingual "home visitor". The Home Visitor goes out to various locations, either early morning hours or evening hours, when parents are available and talks with them regarding enrollment of their eligible students. When students are enrolled, they are provided more consistent education even though their families travel to different areas for employment.
Another opportunity to work with migrant families and students is through the use of bilingual teachers and instructional assistants. These staff focus on education which can surpass language barriers and aid students in bridging gaps in their schooling. PASS is a component of the program which enables high school students to finalize the credit requirements needed for graduation. Typically, a PASS student is given assignments and flexible reporting times for review/grading by qualified staff.

State Transitional Bilingual Instructional Program The State Transitional Bilingual Instructional Program (STBIP), with the involvement of parents, educators, and community, is committed to address the unique needs of students from linguistically and culturally diverse backgrounds and to help them achieve the high content and performance standards expected of all students in Washington State. Within Mount Vernon School District, approximately 1200 students qualify as Transitional Bilingual students. To qualify, students entering the district are assessed using the LAS (Language Assessment Scales). Once their language needs are identified, district staff and teachers are better able to assist student learning.
